These are compressed folders. You must extract them (using WinRAR or 7-Zip) to find the .scs files inside. Check the game
If a site asks you to download a "Download Manager" just to get the file, close the tab. These are often adware. DOWNLOAD DO ARQUIVO – EURO TRUCK SIMULATOR 2.TO...
Go to Documents > Euro Truck Simulator 2 > mod . Move the file: Drop the .scs file into this folder.
Make sure you aren't trying to run the game with too many conflicting map mods.
